Rapid Recast can be used for both utility and damage. It reduces the recast time (cooldown) of next ability used by 50%.
Depending on which job and ability you choose to use it on can change how you may decide to use it. In some cases some jobs may want to use it on their 2 minute party buffs or on some of their own big burst abilities.
